The post holder will be expected to act on their own initiative, in a leadership role supporting and deputising asrequiredfor the Head of Estates in theday-to-daymanagement of the service.

The role of the Specialist Engineering Manageris to providemanagement of the Trusts specialist engineering services toall wards and departments within a multidisciplinary environment, ensuring compliance with Trust safety standards andlegalrequirements.Specialist engineering services are defined as but not limited to systems covered both HTM’s and statutory instruments,i.e.,Medical Gas, Pressure Systems, HV/LV Voltage, Passenger Lifts, Water Systems, Ventilation Systems etc.

Responsible for the operational management ofa multi-disciplinary specialist engineering team delivering assurance to the Trusts senior management against current standards.Thepost holder will have lead responsibility for the management and responsibility of key specialist engineering service contracts and ensuringappropriate audits, contact management and remedial actions are delivered.

Will take a leadership role in management of AuthorisingEngineersandhighly complextechnicalreports and the prioritisation of the actionsidentifiedin reports.

The post holder will be requiredtoparticipatein the Estates out of hour’s on-call arrangements and undertaking Authorised Person responsibilities for specific engineering systems asrequired.

Manage theoperationalpayand non-pay budget for thesiteSpecialist Engineering Teamcirca £2.5million.Responsible for the identification and delivery of CIP plans,in accordance withCMG/Corporate Areastargets.Responsible for the maintenance of physical assets for the department.To line manage theTrustspecialist engineeringteam ontheallocatedsite,ensuring that all aspects of performance, attendance,trainingand appraisal are addressedin accordance withTrust Policy.Will haveleadat timesanddealwith distressing andemotional circumstances, deal with staff grievanceand be involved in disciplinary issues.

Responsible for thecreation, review,developmentand implementationofTrust specialist engineering polices

Receive and interpret complex, sensitive information and communicate with Estates senior leadership and Trust Executives.Interpretation of reports from Authorised Engineers and external governing agencies to ensure actions understoodby Estates team; to include the creation and delivery ofappropriate training.

Formulate long term strategic estates operational plans for the specialist engineering systems that canimpactacross the organisation.Implement plans to tackle long term engineering issues to the organisation for critical systems

The post holder will maintaindevelop and implement effective communication systems for theCMGand external partners, havinggood communications and working relationships with;
Senior Managers,
Director of Estates,
Head of Estates,
Estates Supervisors,

Members ofTrust staff at all levels including nursing staff.

All Estates and Facilities staff across disciplines,
Emergency Services,

External Agencies/ Specialist sub-contractors/Suppliers.

Legislative governing bodies, HSE, NHS England, CQC etc.

To support and deputise asrequiredfor the Head of Estates in managing a team to ensure Building and Engineering maintenance services are delivered to a high standard.

Tobe a keycontribute to the achievement of good corporate governance throughout the Trust, and direct subordinates asrequired, ensuring their compliance with all Trust policies and procedures.

To bean Estates leadin the process of ensuringcompliance with all Trust Statutory and Non-Statutory responsibilities relating to the Trust’s Estate.

Leadingand developing the culture of responsiveness,ownershipand customer care amongst Estates staff.

Provide technicalexpertiseand trainingon all aspects of Estates Maintenance Function, promote communication at all levels and bring innovation,monitoringand measurement to ensure a value for moneyservice.

The post holder willbe responsibleforHealthand Safety and welfare matters affecting the staff in or attached to their area of work responsibility. This will include risk assessment, safe systems of work, training toolbox talks and safety inspections.

To undertake roles of Authorised Personin accordance withthe requirements of Healthcare Technical Memorandum forexample:Medical Gas Pipeline systems, High and Low Voltage Electrical systems. Critical Ventilation Systems.

To undertake training oftheEstatesOperational Managers and Engineering Team, asdesignatedby training / competency matrix,as necessaryto ensure that the knowledge and skills base ismaintainedand developed to meet the requirements of current and future engineering services and changes in legislation.

Tolead on the developmentof Trust’s CAFM system, utilising the system to ensurea robust management system of records and assets. To ensure operational Estates changes are implemented with the CAFM system ensuring continued compliance.

Key decision makeron Trust approach to HTM and statutory compliance and the development ofrisk-basedresponse to engineering standards

Lead onmanagement of externalspecialist engineeringcontractors and staff carrying out work on the Trust’s assets and buildings, ensuring delivery and assurance of SLA’s and KPI’s.

Lead on training and development of authorised and competent persons both internal and external to the Trust.

Communicates technical issues, safety issues and major operational issues toEstates Directorsas required under the Estates communications strategy.

UndertakeEstates specialist engineering audits andcondition surveysreporting into Trust Governance and senior teams.

Key contributor to the estates risk register to ensurean accurateview of operational risk and backlog maintenance requirements.

Key contributor in negotiating with contractors, suppliers,Authorising Engineers, Service Leadsin the delivery of the service. Negotiating in the arranging of critical plant and area shutdowns forcriticalsystemsto ensure no impact on patient flow or the service.

Lead onanddesignateto the Engineering team,the management ofcomplexspecialist engineering projects designed to improve ormaintaincompliance with statutory requirements. Will also berequiredto take the Operational lead on Capital improvement projects, defining the requirements of the project, supporting decisions on derogations / planchangesand ensuring that a suitable product is handed over into Operational management; the keyemphasis being on the ability to meet the scope of clinical need and on the ability tomaintain.

The post holder will have to have regular usage of computer software to develop and create reports or documentsalongside audits etc.

The post holder should have highly developed physical skillstodealwith complex engineering issuesand can use fine tools, test instruments, materials and be able to interpret results and findings to provide solutions.

Must be able occasionally to work in unpleasant conditions and surroundingsdealing with sewage plant and pipe work, pest infestations, vermin infestations and some maintenance activities.

To ensure all specialist engineering systems are installed andmaintainedin accordance withcurrentlegislation,health and safety regulations,codes of practice andHealth technical guidance.

Responsible for developing, monitoring and review safe systems of work applied to specialist engineering services.

Lead on creation of succession plansfortraining and supporting for development of junior engineers and apprentices.

As part ofcontinual personal development,identifyingsolutions using technological advances and practices within Health care engineering.

Requirement to analysehighly complexengineering condition reports and drawings, covering life critical systems that supply services across whole hospital sites. Use of judgement to proactively address areas of concern and undertake risk prioritisation to ensure robust governance.

Requirement to undertaken physical analysis of specialist engineering equipment tomonitorperformance and to undertake fault diagnosis with the use of fine tools and equipment.

To act and lead in a professional mannerdemonstratingthe Trust’s values when undertaking tasks and duties in contact with Patients,Visitorsand staff.
