It’s an exciting time to join West Suffolk NHS Foundation Trust as we seek an experienced professional to lead the Estates and Facilities portfolio.

We have a strong focus in providing high quality, safe and effective care for our local community, and this role ensures that our estate remains the best it can be until the New Hospital Programme completes in 2030. You will hold responsibility for all Estates and Facilities Services, the majority provided in-house, making best use of the resources available and managing risk on behalf of the Trust Board.

We have recently completed the RAAC Failsafe programme, a new CDC at Newmarket, and continue to make investments both on the Acute site and in the community.

This role is a senior leader for the organisation supporting not only the current estate but our transition to the new hospital through Government Soft Landings methodology, working collaboratively across the organisation to improve patient outcomes and tackle health inequalities by supporting investment in the local community.

Main duties of the job

The Associate Director - Estates and Facilities contributes fully to the strategic and corporate management of the Trust. They will lead in the delivery of the Trust’s Estates Strategy.

The postholder will have overall responsibility for ensuring that optimal estate and facilities services are provided within available human and financial resources.

They will be the principal adviser on all land, property, estate and facilities, development matters, including community services, to the Chief Finance Officer and the Board.

They will work closely with internal and external partners to ensure all estate and facility implications are considered as part of any reconfiguration schemes and in the development of the longer-term strategy for the Trust.

Education & Qualification

Essential criteria
  • Educated to Masters level or equivalent level, or equivalent experience of working at a senior level in property and estate and facilities areas
  • Appropriate professional registration or accreditation e.g. Chartered Building Institute or Chartered Engineering Institute
  • Evidence of recent continued learning and professional development
Desirable criteria
  • Holds a recognised programme and project management qualification

Experience & Knowledge

Essential criteria
  • Successful track record of working in a senior Estates & Facilities role within an environment of comparable scale and complexity
  • Extensive specialist knowledge and expertise across Estates and Facilities disciplines
  • Proven record of leading a complex, multi-faceted change and modernisation programme aimed at raising organisational performance in relation to Estates & Facilities
  • Experience of the strategic development, project management and implementation of new build Projects
  • Experience of developing and implementing corporate strategies with a track record of success in delivering national and local targets
  • Extensive experience of leading and managing contracts
  • Experience of delivering value for money / efficiency related changes
  • Experience of developing successful business cases and leading successful commercial negotiations
  • Experience of leading successful multi-disciplinary teams through periods of change
  • Experience of setting, managing and delivering budgets, with annual savings programmes
  • Successful track record of working in high performing teams, delivering challenging targets and achieving results

Skills and Abilities

Essential criteria
  • Demonstrable understanding of the facilities management, specifically contractual and commercial of hard and soft services/facilities arrangements
  • Demonstrable understanding of Health and Safety legislation and implications
  • Detailed, up-to-date knowledge of British and European building and health and safety legislation
  • Excellent verbal and written communications skills. Able to present to a diverse range of stakeholders confidently and quickly gain credibility
  • Excellent analytical and numerical skills, able to assimilate, interpret and communicate complex information and data
  • A strategic and visionary thinker with highly developed communication and negotiation skills
  • Extensive knowledge and understanding of the NHS, politically astute and able to identify key influencers to deliver the range of acute healthcare services
  • Resilience and perseverance to ensure delivery and implementation of key goals
  • Ability to drive up performance by developing capability and confidence in others, ensuring targets are achieved and maintained
  • Ability to identify, plan and undertake research and development initiatives to inform strategic objectives

  • IT literate with the ability to interpret and manipulate statistical data and produce management information

  • Understanding of an Estates function in the NHS and the relevant legislation and NHS guidance
  • Understanding of capital and revenue funding arrangements in the NHS
