East Renfrewshire Council are looking to recruit for the newly created role of Fleet Utilisation Officer to join our Transport and Fleet operations Team.

The successful candidate will be required to lead a comprehensive study and analysis of current systems, processes, procedures and work measurements with a view to implementing improvements which will significantly contribute to the councils ‘Fleet Cost Savings Strategy’ and the ‘Fleet Transformation Strategy’ aimed at meeting government targets set for the councils transition to Net Zero carbon emissions.

The post holder will manage a small team and generally be based in the Transport Section but will also be required to work in close collaboration with all vehicle user departments, Transport Manager, Workshop Manager, Fleet Compliance team, ICT department and all external service providers.

Key requirements of this role will include:

  • Reviewing and identifying operational inefficiencies and offer improved alternative solutions that also consider future transitioning of fleet from ICE vehicles to carbon neutral alternatives to meet forth coming Net Zero targets. Assist corporately with transformation of fleet and infrastructure
  • Analyse, assess and report on current digital and manual systems, including - Fleet/Workshop Management Systems and vehicle Telematics and identify areas for improvement
  • Communicate ideas and recommendations through verbal and written analytical reports with representatives of service departments, the Transport Manager and Operations Manager to address vehicle and equipment requirements, projected usage, minimising ‘Hire’ options and determine essential future fleet requirements.

Resourceful, able to operate at all levels of the organisation and comfortable driving operational strategy changes.

Experience of at least 3 years in a similar role is also required, preferably gained in Fleet/Transport industry although not essential. Experience in ‘deep dive’ interrogation and analysis of ICT Systems is also required.
