As a Service Manager in the Education and Skills directorate your duties and responsibilities are to Work jointly and collaboratively as part of the extended leadership team to achieve the directorates aims and vision and contribute to wider council priorities.
Help children, young people and their families be healthy and resilient and able to maximise their life chances and independence. Support and drive innovation and change across the service and wider partnership. Provide leadership across the partnership (including both internal and external partners), demonstrating a breadth of knowledge and skills and willingness to step outside of specialisms.
Operate matrix management arrangements, including where required to multi-agency staff groups, and provide leadership of a diverse range of day to day and transformational projects. Support the service to have robust financial management and where relevant taking management responsibility for delegated budgets, including budget monitoring and staff resources.
Provide strategic policy direction and leadership across areas of responsibility. Work proactively and take responsibility to assess and mitigate corporate risk. Undertake quality assurance activity; including analysis of performance outcomes and compliance with statutory responsibilities.
Undertake operational management of a specialist service, area and/or worksteam which has impact across the council managing day to day performance in conjunction with the relevant head of service. The SEND Service Manager provides overall leadership and management of the statutory SEND service and is the subject matter expert for this area.
The role requires the provision of line management to team members including the Team Managers and Education Officers within the Statutory SEND team as well as an informed strategic oversight to enable the service to maintain and develop its ways of working successfully in this area.
An excellent understanding of SEND legislation and of the performance data is needed, both in relation to Wiltshire as well as a keen oversight of national and local developments and incorporating these into Wiltshire knowledge and practice.
The SEND Service Manager is a key contributer to the Councils wider work in relation to Special Educational Needs and Inclusion (SEND&I), including the SEND&I strategy and work relating to the High Needs Block recovery plan. The SEND Service Manager will report to the Head of Service for SEND and Inclusion, being part of the management team for this service area.
The key duties of the SEND Service Manager are: To use professional knowledge and understanding to be a subject matter expert for Wiltshire Council in relation to the work undertaken by the team and the wider contextual issues which are of relevance.
This will include liaison and briefings for portfolio holders and cabinet members as well as the provision of information and updates for board meetings within the council. To have a very clear and contemporaneous understanding of SEND legislation and how this is being met in Wiltshire Council.
This includes concise and clear communication of key performance information when it is required, for example for Performance Outcome Groups (POGs), Performance Outcome Boards (POBs) and Performance Review Meetings. The post holder will need to be able to identify when progress against key performance data is not being made and initiate actions and plans to address this.
To have oversight of SEND provision needs and capacity within the local area. This will be undertaken through the ongoing scrutiny of EHCP data and information relating to SEND place planning, working with relevant officers to support and inform wider place planning activity.
To develop, lead and maintain initiatives to ensure the Council meets its educational and statutory responsibilities to children and young people with SEND and their families. This includes the development of policies and practices relevant to the service area and to lead on relevant quality assurance processes and frameworks in the service.
To write, review and communicate the team plan for the SEND service and to ensure that the links to other relevant policies are evident, such as the SEND&I Strategy and wider Council priorities To develop and maintain service working relationships with a range of stakeholders.

This will include schools and settings and parent carer groups as well as colleagues in other local area services and teams. This will require skills to influence the work of these stakeholders as well as ensuring clear communication is available to these partners in relation to the work of the SEND service.
