Job overview
We're looking for an experienced NHS data professional to join our team and lead the Data Quality & Assurance function of Health Intelligence.
One of our aims as a team is to effectively support our stakeholders across UHN by developing close working relationships, making accurate data instantly accessible and moving the conversation to what the data tells us, rather than what is 'wrong' with the data.
You will be responsible for the ongoing audit and assurance of data used operationally and submitted nationally by the Health Intelligence team, ensuring that key findings are measured and improvements are actioned where needed.
You will ensure that known and potential errors with data capture are routinely available to clinical divisions, with a performance mindset driving improvements.
We are predominantly a remote team so fully support remote and flexible working. We do however have team meetings once a month which are hosted on site depending on their content and there may be other times where an on-site presence is required to support stakeholders.
Main duties of the job
The Data Quality & Assurance Manager will lead a team responsible for providing the group with assurance that the data ingested and used for all reporting purposes is accurate, complete, timely and routinely reviewed against national technical guidance, the NHS Data Dictionary, and other agreed definitions.
The post holder requires an in-depth experience of stakeholder management and analytic delivery for operational, performance and planning decision support.
The post holder will be responsible for the co-ordination and management of data quality issues within the group, working with external organisations and divisional staff to promote data quality and identify data quality issues and introduce a rolling improvement plan to ensure compliance with National and Local Standards and Definitions.
The post holder will provide interpretation and advice on national/local policy and guidance from an information management perspective as it pertains to the business.
The post holder will be responsible for developing an annual audit programme for the group and presenting findings that measure accuracy and completeness of the data input into the Patient Administration Systems and the development of a data quality kite mark to be used to provide levels of assurance against all reporting, both internal and external.

Detailed job description and main responsibilities- Leads on ensuring accurate information is collected and that source systems’ data matches that ingested into any other platform for reporting/information purposes.
- To be the lead of specialist knowledge for all matters relating to Data Quality, providing highly specialised advice, instruction, and guidance to the group’s clinical information system users and managers to ensure accuracy and completeness of data input is maintained and improved upon, and to champion greater understanding of the need for good quality data.
- Providing specialist advice and expertise on data definitions, analysis and interpretation.
- Providing leadership across the group on data quality and supporting the identification of mechanisms to improve data quality.
- Work closely with managers, staff across the group, and the training team, to improve timeliness, consistency, awareness and importance of data quality to support continuous improvement of services for patients, and create an environment where the public, service users and Commissioners are confident that data is accurate and fit for purpose.
- Oversee the development of a range of standard management reports and inputs to the development of new reports for varying audiences such as the group boards and other relevant management boards and committees across the group.
- Supporting projects to develop and implement data collection processes and produce information to meet defined reporting and information requirements. This will include planning, organising a broad range of complex activities, formulating and adjusting plans as necessary and which may impact across the Group, some of these will be longer-term / strategic plans Interrogating information systems using database query tools/reporting packages and creating complex queries to meet specific information requests.
- Supporting the development and implementation of training/facilitation packages on data sources, and definitions
- Implementing processes to investigate data errors, identifying and analysing sources of variations or errors in information reports, monitoring and auditing data quality and working with services to improve the quality and integrity of the information in Patient Administration Systems (PAS) with significant impact on patient care and finances.
- To analyse highly complex issues and, using a number of different sources i.e. patient clinical records, clinical information systems, demographic systems, external sources etc, interpret the information to determine correct outcomes of data quality investigations, using judgement when information is not clearly defined.
- To analyse audits and data quality reports, planning and developing training and education requirements based on needs analysis and, deliver training and specialised Data Quality education in order to resolve the issues, informing managers of issues and action taken.
Person specification
Education, Training & Qualifications
Essential criteria- Educated to Masters level or equivalent level of education, training or experience.
- Evidence of continuing professional development
- Management qualifications or demonstrable experience
- IT, Information or statistical qualification or demonstrable experience
- Institute of Health Records and Information Management (IHRIM) Certificate
Knowledge & Experience
Essential criteria- Extensive knowledge and experience of statutory reporting
- Extensive knowledge of NHS Data Definitions, Standards, Data Manual, and statutory requirements.
- Substantial recent experience working within a data quality function
- Substantial working knowledge and experience of dealing with National NHS organisations such as the Department of Health and Social Care and CCGs/ICS
- Working knowledge and experience of creating functions in SQL
Skills Pt1
Essential criteria- Ability to use professional judgement and advise others on best practice, national guidelines and legislation on Information Management,
- Ability to analyse, investigate and resolve complex problems and queries
- Ability to compile and initiate audits and present findings.
- Working knowledge and experience of SPC charts, technical data models, writing DAX queries, creating calculations and measures, bespoke functions and integrating multiple data sources in Power BI
- Proficiency in using SQL including complex correlated queries
- Proficiency the use of SQL Server Integration Systems (SSIS) and SQL Server Reporting Systems (SSRS)
