The Role

The role of Senior Learning & Development Adviser is to work on commissioned L&D projects that are aligned with the House Administration strategy, the Learning strategy, the L&D offer and deliver measurable value to the House.

The House of Commons has an ambitious goal to create a truly inclusive organisation where all of us can thrive and you will have the opportunity to significantly contribute to that goal. You will effectively diagnose, and scope development needs and design interventions that align with the House, I&D, Learning and People strategies, by working with Senior Leaders, People Capability Leads, Managers and HR colleagues at a strategic level.

Some of the responsibilities for this role include:

  • Deliver commissioned L&D Projects that are aligned to delivery of the House, I&D and People strategies.
  • Develop clear project plans with agreed deliverables, milestones, measures of success and impact.
  • Identify individual learning needs and ensure delivery of solutions maximising the Core Offer and other resources.
  • Coach a limited number of clients as appropriate to maintain coaching skills, measuring impact and value to the House.
  • Develop and use a proven methodology to measure all learning for value and impact and report via a set of L&D metrics.
  • Provide advice to and share L&D knowledge with colleagues.

Skills and Experience

To be successful in this role you will demonstrate:

  • Professional expertise:
  • A professional qualification equivalent to Chartered Member level of CIPD (Profession Map) and equivalent work experience in learning design, facilitation, and coaching.
  • Understanding of Organisational Development approaches is desirable.
  • Learning design and delivery:
  • Experience of diagnosing, designing, delivering, and evaluating L&D interventions for a variety of audiences, using a variety of methods, for example, in-person and online delivery, eLearning, performance support tools, and coaching.
  • Working with internal and external facilitators, subject matter experts and managing supplier relationships.
  • Stakeholder engagement and influence:
  • Experience of applying the consulting cycle to effectively scope, diagnose, deliver, and evaluate development needs that achieve business benefits and deliver value for our customers.
  • Using influencing skills, professional expertise and an understanding of people's needs to tailor advice and interventions to match.
  • Project management and delivery:
  • Ability to deliver learning projects from commission to conclusion, measuring value and impact using a data driven approach.
  • Innovation:
  • Enthusiasm for researching, learning, and implementing new and emerging technology, digital learning, and modern workplace delivery methods and bringing the thinking to the House learning approaches.
  • Inclusion:
  • Ability to work successfully with colleagues, suppliers, and with our staff population, ensuring that development is engaging, inclusive and accessible for all.
