Job overview
The Directorate General Manager is responsible for strategic, operational and performance management, service quality and planning, resource use and modernisation in the Site with the particular requirement to deliver waiting time Targets. This will require well developed extensive knowledge and experience across a diverse range of managerial and clinical areas including estates, human resources, finance, governance, clinical/other service delivery.
The Directorate General Manager is a key member of the Hospital Management Team and as such will participate in and contribute to the corporate planning and performance management arrangements of the Hospital Site by leading on their operational area of work.There is particular emphasis on improving patient care, experience and service standards and increasing efficiency. To facilitate this there is a need to working closely with the Area structures to manage the interface between primary, community and secondary care.
The Directorate General Manager will operate with significant autonomy and is responsible for the identification and translation of health service policy and strategy, embedding this within a performance management framework for the Hospital.The Directorate General Manager will manage staff on the Site in relation to the delivery of operational, financial, performance and activity targets.
Main duties of the job
Accountable for the delivery of the Hospital Site’s multiple clinical, professional and other services, in accordance with Health Board governance arrangements, and statutory compliance requirements.- Responsible for the efficient management of the Hospital Site, ensuring timely and appropriate decisions to deliver quality patient care within the resources available.
- Work closely with the Hospital Site’s lead professional managers and consultant medical staff in ensuring that their individual operational plans are consistent with corporate objectives and priorities and ensure that individual priorities are determined within the Directorate.
- Develop and operate performance management systems for the effective and efficient use of resources in accordance with Health Board policy.
- To interpret National policies such as Patient Access, National Service Frameworks and Clinical Governance Standards. In order to translate into deliverable action plans and to influence and propose changes to local Health Board policies.
- Ensure effective and timely communication with all staff throughout the Directorate and between Directorates.

Detailed job description and main responsibilities
Planning- Actively influence the development of the Health Board and WG's strategic and operational plans and priorities.
- To ensure that service developments are anticipated and planned in line with the Health Board’s strategic direction and process. This includes the development of longer term changes that impact across the Hospital Site.
- Ensure the development of an annual Directorate Business Plan in accordance with National and local guidance, which reflects/supports National and local plans and objectives that provides modern 'designed' patient care responsive to the needs of service users.
- Responsible for the Directorate’s 5-year rolling capital planning process, ensuring that capital assets are managed effectively. Working in accordance with the Health Board’s Operational Plan; Capital Framework; National Collaborative and Together for Health.
- Prepare business cases to support long term strategic service changes/developments in accordance with National and local guidance e.g. National Service Framework, Cancer Plan, and business cases to Welsh Assembly Government for long term service change and reconfiguration including major capital developments.
- Planning and implementing operational arrangements for achieving Hospital targets in relation to standards and quality of care and activity.
- Support the Commissioning Team in the production and agreement of Service Contracts and capacity planning profiles with commissioners.
- Lead discussions/negotiations with commissioners in respect to the strategic development/change of service specific areas.
- Input as required into National Committees and debates to develop Welsh Strategy.
- Commission, sponsor and participate in audit and research (clinical and non-clinical) which enhances service delivery and service reconfiguration. Ensure that the Directorate develops and delivers a rolling audit programme as part of the clinical effectiveness agenda.
- Accountable for the delivery of all waiting list targets and Access 2009, relevant to the Directorate to ensure the Health Board meets its performance targets. At the same time, ensure an effective balance between activity and the Health Board wide service improvement agenda.
- Accountable for the Directorate al budget and associated capital assets, ensuring the Directorate operates within budgets and achieves effective use of resources in order to ensure the Health Board delivers its financial targets.
- Develop and maintain robust systems of financial control throughout the Directorate; review and monitor financial performance and hold to account delegated budget holders; ensure that corrective actions are taken to deliver Hospital and Directorate all financial targets.
- Responsible for the Directorate’s pay and non-pay budget. To Identify and implement cost improvements in order to deliver the Health Board’s financial objectives.
- Contribute to the development of corporate and financial management systems.
- Provide and present reports to the Hospital Director, Executive Board and Health Board on contract performance and service delivery thus contributing to the corporate management of the Health Board’s services.
- Responsible for the provision, management and development of appropriate IM&T systems and training, with appropriate assistance from the IM&T Dept, in order to support clinical, professional and other practice, governance and management throughout the directorate. Ensure that these comply with Caldicott and other statutory requirements.
- Ensure that Directorate al record keeping systems meet GDPR, Welsh Risk Pool, governance and statutory requirements.
- Lead and implement major organisational changes and service redesign, including across organisational boundaries, in order to deliver improved services to users.
- Be a member of the Hospital Operational Management Group, Hospital Management Team, Estates Strategy Team and other Hospital Site-wide bodies, thus contributing to the corporate management of the Health Board and the strategic direction of the Health Board’s services.
- Responsible for development, interpretation and implementation of all relevant National and Health Board policies across the Directorate to ensure policy translates into practice.
- Accountable for all Human Resources within the Directorate.
- Ensure that agreed policies and procedures are implemented consistently.
- Promote positive industrial relations within the areas of responsibility and ensure appropriate contact is maintained with Trade Union Officials and through Directorate al Forums.
- Ensure adequate staffing/structures are in place to deliver the required service, and that these are agreed with the Assistant Director of Nursing for nursing structures, the Medical Director for medical posts and for other professional groups with the relevant head of professional service.
- Through a process of performance management, utilise the Hospital Site’s Performance Development Review process to ensure that staff are working to agreed objectives and have a clear understanding of the Hospital Site’s goals and their contribution as part of a team in achieving these goals. Identify training and development needs and ensure that a record of individual training and development is maintained.
- Managing all disciplinary, grievance/dispute or performance and conduct problems, and recruitment/selection. The Directorate General Manager must ensure that there is appropriate involvement from the Medical, Nursing or Allied Health Professional Clinical Lead for the Directorate in the management of professional performance issues.
- Manage the Unscheduled Care triumvirate.
- Lead clinical governance and modernisation across the Directorate.
- Investigating accidents, complaints and untoward occurrences and initiate appropriate follow up action within the requirements of the Health Board and other statutory requirements. To review and implement recommendations from external statutory and professional inspections - e.g. Healthcare Inspectorate Wales, and Royal Colleges, Health & Safety Executive, Mental Health Act Commission, etc.
- Ensure the Public Patient Involvement agenda is addressed by the Directorate, as per Health Board policy.
- Developing and implementing care pathways and evidence based practice.
- Responsible for identifying, negotiating and implementing income generation and commercial opportunities in the areas of managed services.
- Delivery of Welsh Risk Pool standards across the Directorate.
- Fully contribute to the management of critical incidents, reporting systems, risk assessment and risk management.
- Ensure an annual Clinical Governance report and action plan is produced for the Directorate and that appropriate mechanisms are in place to deliver the Clinical Governance agenda in the Directorate .
- Ensure in conjunction with the Assistant Director of Nursing and S i t e Director, the development and implementation of effective Health and Safety and Risk
Management systems within the Directorate are in compliance with statutory standards and Health Board policy.
On Call- To participate in the Health Board’s on-call manager rota, this requires contribution to the planning of Major Incident exercises and extensive knowledge of the organisation in order to deal with serious incidents out of normal working hours where there is a need for immediate decision making to be made.
