About this team:
We are recruiting a BRAND NEW team to help tackle minor crimes and anti-social behaviour in Torbay and to help support the Bay’s appearance and cleanliness.
You will be acting upon the behalf of SWISCo and Torbay Council to provide ‘on-street’ advice to the public, signposting them to other council services where appropriate. The role will be pivotal in educating and challenging upon socially unacceptable behaviours such as fly-tipping, littering, graffiti and dog fouling, along with enforcement of Public Spaces Protection Orders (e.g. antisocial behaviour in parks and on beaches) and managing unauthorised encampment.
This will involve going into local business and schools as well to educate on waste management.

As this is a public-facing role, it is vital that applicants possess excellent communication skills, a calm manner, and the ability to work with people from different backgrounds, cultures and ages.
Team Leader:
Key Duties and Outcomes of this role:
 •  Ensure the enforcement officers are happy, well managed and fulfilling the role to it’s full potential.
 •  Encourage a culture of positive-thinking and facilitating team ethos.
 •  Priortise health and safety within the workforce, ensuring the team have a good awareness of this.
 •  Support in decision making within the department and be accountable. Providing a smooth and effective service at all times.
 •  Manage the delivery for promotion of ‘Keep Britain Tidy’ within Torbay and the strategy of education to the community.
 •  Work alongside colleagues and key partners to deliver and achieve objectives.
 •  Manage budgets within the service and identify cost savings.
 •  Deliver high quality service at all time.
 •  Ensure targets and SLA’s are met whilst adhering to compliance at all times.
 •  Lead on performance management; investigative, conduct, disciplinary, and capability issues.
 •  Develop proposals that improves efficiencies and performance.
 •  Review strategies and proposals in line with business needs and deliver innovative solutions.
 •  Manage complaints and respond in accordance to company policies and procedures.
 •  Develop and maintain good relationships with local people, business owners community groups and other stakeholders as well as the internal team.
 •  Represent SWISCo on behalf of Torbay Council at a local, regional and national level at forums.
 •  Report to Senior Management on compliance, permits and management plans.
 •  Manage and deliver the receipt of fixed penalties.
 •  Assess team rotas and patrol beats regularly.

You will be required to patrol in all weathers as a mobile officer and will therefore require a full-driving licence for this position as you will be driving fleet vehicles. You may also be required to obtain a DBS check. The role will also involve some office-based work and supporting the Officers with their development.


Working hours will vary and you will be required to cover some weekends and unsociable hours as well as Bank Holidays to fulfil a 40-hour working week. You will be working as part of a wider team to cover all rostered hours.
Useful experience for this position would include an enforcement background / would be useful, as compiling prosecution files / attending court hearings.
This position will offer vital accredited training in line with ‘Keep Britain Tidy’. This is in addition to various other company benefits.
Initial employment will be temporary via Big Ant Group with the view of securing the role on a permanent basis with SWISCo following successful trial/probation period
