What's involved with this role:

Interim Senior Planning Officer

Pay rate: Up to £23.03 per hour PAYE depending on experience
Hours per week: 37 Monday – Friday, normal working hours

This opening assignment is for 3 months

City: GLOUCESTER, Gloucestershire

Hybrid working - normally 2 days in the office per week but this can be flexible

An enthusiastic planning professional is required to support the Planning Development Management Service and help deliver efficient and effective planning decisions. The council is ambitious to be a net zero county by 2045 and excited by numerous innovative projects to transform local infrastructure and services, support growth, and attract new investment.
This is a chance to make a significant and meaningful impact in the locality and in terms of your work experience.

Key responsibilities:

Responsible for managing a varied caseload of planning applications, responding to pre-application advice, and participating in local planning liaison focused on the county council’s land-use planning responsibilities.
The team act with a high degree of autonomy and are encouraged to be creative and innovative in their practice.
Work on cases ranging from extensions to, and variations to mineral workings and waste management operations, and public infrastructure projects owned or operated by the County Council such as schools, libraries, other public buildings, roads, and cycleways.

Work with other professionals across the County Council, local district councils, and neighbouring and nearby minerals and waste planning authorities, environmental regulators, interest groups, members of the public, and industry.
Very occasional out of normal office hours working (e.g., early mornings, evenings, and weekends) will be required to successfully carry out the duties of the post.
Provide planning advice, and to source and co-ordinate technical input received from other environmental disciplines in respect of the Environmental Impact Assessment regime (e.g. EIA screening and scoping).
Represent the County Council planning service at local planning liaison meetings in person or virtually as requested by the Principal Planning Officer or Team Manager.
Support the County Council’s planning enforcement & monitoring activities through planning advice, site knowledge and development management experience to augment investigations of suspected planning breaches, dispute resolutions, and the undertaking of formal action.

Qualifications:

Full driving licence.
Academic qualification to degree level in a relevant subject such as town planning, geography, geology, urban/civic design or other related-environment science and eligibility for Licentiate Membership of the Royal Town Planning Institute along with evidence of meeting the requirements to enter Route L-APC or Route DA-APC for RTPI Chartered Membership OR

Associate Membership of the Royal Town Planning Institute along with evidence of meeting the requirements to enter Route A-APC for RTPI Chartered Membership.

Experience:

An environmentally-orientated planning professional.
Experience of working within the development management system and managing a caseload of planning applications, including complex, major, high profile and controversial schemes.
Experience of handling planning casework requiring strategic environmental assessment.
Multi-disciplinary team working involving both internal colleagues from different professions and disciplines, and representatives of external organisations.
Experience of negotiating on planning matters, involving amongst others, the development industry, applicants, planning agents, other local authorities and statutory undertakers.
Experience advising members of the public, elected representatives, other organisations in writing and in person on land use planning matters.
Experience of managing planning appeal cases handled by the Planning Inspectorate including co-ordinating, authoring, and presenting evidence and formal submissions in writing, and in person to hearings and inquiries.

Knowledge:

Good working knowledge of the legal and technical requirements and procedures around the English planning applications regime.
A solid working knowledge of and practiced skills in the robust, efficient, and effective personal management of a caseload of planning applications.
Awareness of local politics and the functioning of the two-tier system of local government.

Skills & Abilities:

A good communicator able to clearly articulate and negotiate, including on behalf of the team and in respect of work priorities with internal colleagues and external parties.
Competency in ICT that will enable robust planning casework monitoring and management, and the delivery of effective communications both in writing and orally.
Drive, enthusiasm, self-motivation and able to operate with a degree of autonomy.
A positive attitude and be emotionally resilient.
A team-first approach with a strong sense of supporting the achievement of wider team goals.
A focus on attention to detail - delivering accurate, consistent, thorough, timely and high-quality outputs.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
