An Early Years Entitlements Funding Manager is required to join the Early Start and Families Services to ensure the smooth operation of the early years funding provider payments system. The role will have line management responsibility for a team of funding officers and will include reviewing and developing existing processes to support efficient processing of early years funding payments to providers.
This will include working with colleagues in IT service and business intelligence to develop systems to enable them to manage the new areas of work as a result of the expansion to early years entitlements.

Key responsibilities:

Lead the development and operation of policies and procedures relating to the management of early years entitlements funding including payment portal.
Provide professional advice and guidance to a wide range of audiences including internal and external agencies. This includes advice to be provided in writing and through training sessions.
Assist in the interpretation of legislation and the implementation of appropriate procedures and policies and comply with local and national reporting requirements such as completing census reporting.
Prepare and deliver reports from legislation and regulations to key partners and other professionals including Headteachers, school staff, nurseries, parents, setting owners and managers, childminders and councillors.
Responsible for the monitoring of financial resources including contributing to the setting of budgets, ensuring effective spend in line with the Statutory Guidance and local conditions.
Undertake audits of claims submitted by Private, Voluntary and Independent providers. Ensure that all processes are clearly documented.
Plan, organise and submit to deadlines, statutory and non-statutory government returns as required.
Manage the Early Years Funding Providers causing concern procedure relating to funded providers.
Represent the Authority at regional meetings across a number of areas of responsibility.
Effectively supervise a team of staff, providing direction and co-ordination of workloads, support and guidance dealing with performance management, recruitment, motivation, training, welfare and discipline issues as appropriate.
Undertake any other duties commensurate with the grade as requested by management.

Qualifications:

Level 4 qualification in a relevant field.
Training in appropriate ICT software.

Knowledge:

Extensive knowledge of relevant local and national strategies including emerging and changing issues.
Substantial knowledge of relevant legislation, policies, practices and procedures.
Knowledge and understanding of the decision-making process within a local authority.
A detailed knowledge and understanding of the various childcare sectors.
Knowledge of the sources and processes of funding for Early Years Entitlements Funding.
A knowledge of safeguarding and promoting the welfare of children.

Skills & Abilities:

Excellent communication, negotiation and interpersonal skills with the ability to communicate clearly and effectively in both written and verbal formats with a variety of internal and external stakeholders.
Well-developed ability to manage a challenging workload in a pressurised environment, working to targets and deadlines, demonstrating skills in using own initiative, prioritising and organising workloads.
Strong organisation and time management skills with the ability to work under pressure, being self-motivated and able to use own initiative under minimal supervision.
Ability to present information in a variety of challenging settings, to include nursery and providers and addressing large groups at training sessions for childcare settings.
Ability to use a range of Microsoft office tools including SharePoint, Outlook, Word and Excel.
Ability to remain calm and professional when dealing with challenging situations.
Ability to produce accurate and methodical documentation /data /information.
Ability to monitor budgets and performance accurately.
Able to undertake any travel in connection with the post.
