We have an exciting opportunity for a trainer to join Devon and Cornwall Police in the capacity of MSOIC National Training Development Specialist at their Exmouth Police Station.

For this role you will need to be a Qualified Trainer to meet the Police Sector Standard for the Training of Trainers: Certificate in Education and Training, Certificate in Teaching in the Lifelong Learning Sector (CTLLS Level 4) or NVQ Level 3 Certificate in Learning and Development or equivalent.

Principal Responsibility

The principal responsibility of the MS & OIC National Training Development Specialist is to deliver priorities set by the NPCC and the Home office for the benefit of front-line policing which have been identified as Safeguarding, Policy, Operational Activity, Ports and Borders and Training.

Reviewing and supplying training on a national level and for assisting forces to identify and train their own staff, building knowledge and improving the quality and consistency of the UKs policing response.

The post will work closely with both statutory agencies and Non-Governmental Organisations (NGOs) to identify and support improvements in the way in which police forces across England & Wales work in partnership to tackle Organised Immigration Crime (OIC) and Modern Slavery (MS).

In particular to:

Work with practitioners and specialists to identify clear learning outcomes and design course content including through commissioning of external designers and suppliers, to roll-out to all 43 police forces through College Of Policing.

Prepare course notes, training plans and aide memoires

Identify options for training delivery dependant on demand, making recommendations as to the prioritisation, scope, and delivery mechanism for each of the national training solutions.
Track the delivery of the training programme across all Forces in England & Wales, providing regular updates and identifying solutions for obstacles encountered during delivery.
Ensure training material is regularly updated to reflect evolving best practice and draws on evidenced based policing principles.
Review ongoing MS and OIC investigations to ensure there is an evidence base for contemporary investigative learning material.
Make decisions and recommendations around changes to products based on new legislation or national changes.
Work with other parts of the unit to strengthen our understanding of the scale and nature of OIC and MS, and what works best in preventing it.
Develop training material to supporting and complement operational activity across the UK to meet the nature of the current threat.
Develop workshops and briefings across the UK for front line officers and senior leaders to reflect current and best practice in modern slavery investigations, updated legislation and stated cases.
Provide specialist support to statutory agencies and NGOs and partners who are supporting children and vulnerable victims of MS and OIC. This list of duties is not restrictive or exhaustive and the post-holder may be required to carry out duties from time to time that are either commensurate with/or lower than the grade of the post.
In some posts this might include the ad-hoc provision of guidance and informal training of new colleagues.

ESSENTIAL CAPABILITIES

Qualified Trainer to meet the Police Sector Standard for the Training of Trainers: Certificate in Education and Training, Certificate in Teaching in the Lifelong Learning Sector (CTLLS Level 4) or NVQ Level 3 Certificate in Learning and Development or equivalent

Ability to engage and work effectively with a range of partners in the public service, private industry and academia to facilitate collaborative working and deliver preventative and problem-solving activity.
A full understanding of the adult training environment and its challenges
Demonstrable ability to and create high quality and effective training products and services.
Demonstrable ability to prepare and deliver presentations
Coaching and mentoring skills
Experience in conducting training needs analysis
Awareness of the Modern Slavery Act 2015 and an ability to identify risks linked to Modern Slavery.
Understanding of wider law enforcement approach to OIC and how policing can engage with and support partner agencies including Border Force and IE.
Experience in identifying, developing, and promoting good practice.Demonstrable effective communication skills, including a proven ability to produce clear and concise reports and briefings
Ability to work effectively and flexibly within a regional/national context
