We have an exciting new opportunity for an ambitious, professional, and dedicated Head of Governance and Corporate Affairs to join our forward-thinking Leadership Team. In this pivotal role, you will take the lead in managing and enhancing our corporate governance and corporate affairs functions, ensuring that we meet all legal and corporate governance requirements, supporting the effective running of the ICB as a corporate body and providing business support to both our CEO and Chair.

Reporting directly to the Chief Business Officer, you will also work closely with the Chief Executive and the Chair and other Executive Directors and Board members. As a key member of the Chief Business Officer’s directorate team, your role, will involve extensive collaboration with all directors within the ICB and other senior colleagues across our ICS partnership, including Local Authorities, NHS Trusts, MPs and third sector and our NHS England Regional Team.

This position offers a diverse and varied scope of responsibilities, from overseeing the development of critical governance policies and frameworks to supporting delivery of corporate functions to support the ICB and ICS to meet the strategic objectives.

The role of Head of Governance and Corporate Affairs is a pivotal one within the ICB. The post holder will be accountable for supporting the delivery of the following ICB services:
  • Corporate Governance.
  • Information Governance, including Freedom of Information and Subject Access Requests.
  • Corporate Affairs:• Building and Estate Management.
  • Corporate Services.
  • Business support to the CEO and Chair.
  • Support arrangements for regulatory oversight by NHS England of the ICS/ICB.
  • Commissioning Support Unit Service Level Agreement management.
  • The post holder will lead on the delivery of policy relating to their areas of expertise.
  • The post holder will provide training across the ICB, as required, within the fields of their expertise.
  • The post holder will manage the corporate services and governance teams.
  • The post holder will manage assigned budgets.
  • The post holder will play a key role in supporting the Chief Business Officer in the ongoing development and evolving portfolio of the governance and corporate affairs arrangements for the ICB.
NHS STW was established on 1 July 2022 as part of the Shropshire, Telford and Wrekin Integrated Care System (ICS) and is responsible for the strategic planning, commissioning, and monitoring of health and care services from a range of providers, to support local people.

These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money. We are clinically led and work closely with the 51 GP practices across the county.

NHS Shropshire, Telford and Wrekin currently have an agile working policy, with a combination of working from home and office-based work. The role will require a minimum of 40% of the working week to be spent in the office at Wellington Civic Offices.

Governance

The post holder will support the Chief Business Officer to ensure that the ICB complies with relevant legislation and its authorisation issued by NHS England. The post holder will establish procedures for the sound governance of the ICB and provide advice to the Board and its committees on developments in governance issues.

This will also include ensuring that the meetings of the ICB and committees are run efficiently and effectively, are properly recorded and that all relevant participants receive appropriate support to fulfil their duties.

Information Governance

The post holder will support the Chief Business Officer to ensure that the ICB complies with all data protection legislation and is compliant with regulations issued by the Information Commissioners Office, the NHS, and any other regulatory agency in relation to data protection.

Buildings and Estates Management

To oversee the lease arrangements and management of the ICB’s headquarters and other estate holdings and to manage associated budgets.

Corporate Services

To support the arrangements for regulatory oversight by NHS England of the ICS and ICB.

To oversee the executive assistant team supporting the CEO, Chair and Executive Directors.

To oversee the reception services at ICB headquarters.

To ensure that corporate office services are in place and operating effectively.

Business Support

To assist the Chief Business Officer to support the CEO and Chair.

Commissioning Support Unit Service Level Agreement management.
