The role of Deputy Director for Leadership & Capability is pivotal to the success of DHSC HR and DHSC overall. You will be responsible for a broad portfolio. You will lead the department’s strategic workforce planning process, ensuring we have the people and reward strategies, organisation design, and management information to ensure that the department can deliver on its aims.

You will also lead the HR business partnering function and as such often deputise for me, offering counsel and advice to the department’s Permanent Secretaries and Directors General. As such, this is a uniquely high-profile role within HR that puts you at the heart of departmental decision-making.

The successful person will lead a team of c35 based across our London and Leeds sites.

The role requires an exceptional and experienced senior level HR professional. I am looking for a natural business partner and team player, with sound judgement, excellent problem-solving skills and the ability to work calmly under pressure.

You will be a member of a small, but perfectly formed HR senior leadership team, with collective responsibility for the leadership and development of our function. As a team, we take great pride in supporting each other, balancing our professional and personal lives, and working with pragmatism and humour.

As the Deputy Director for Leadership & Capability your responsibilities will be to lead a team of c 20 to design and deliver impactive and co-ordinated OD interventions that support DHSC to be a great place to work and to get the best out of everyone.

Key Responsibilities

As Deputy Director for Leadership & Capability you will operate as a key member of the HR leadership team, working closely with the HR Director to lead the HR function. The role offers the ability to look outwards both to the wider health system and across the wider Civil Service HR community.

You will need to have proven abilities in building and maintaining your network across different organisations and evidence of encouraging your team to connect to the latest thinking and best practice to bring about lasting results.

You will lead a high-performing team which comprises of c 20 highly effective and motivated HR professionals, but also calls on the capacity and skills of others across the HR function in a matrix way. Given the objectives of the team reach all parts of the organisation you will need to lead the team to operate in a highly collaborative way, equipping them to partner the business on a wide range of strategic interventions including performance, talent, wellbeing and equality, diversity & inclusion.

As Deputy Director for Leadership & Capability your main responsibilities will include:

Skills and Capability
  • Lead our corporate approach to skills and capability; working with a broad range of stakeholders including heads of professions you will build on the success of our existing leadership; line management and core skills offers to meet our strategic workforce needs.
  • Work alongside other government departments to keep abreast of the government skills strategy and ensure DHSC is at the forefront of developments.
Equality, Diversity and Inclusion
  • Lead our approach to equality, diversity, inclusion and wellbeing delivering a raised ambition and refreshed approach to ensure DHSC is a great place to work for everyone.
  • Work closely with stakeholders including Diversity Networks and Champions and will need to be confident in advising and handling sensitive discussions.
Performance and Talent
  • Deliver and strengthen our approach to performance and talent management, ensuring we have strong succession plans and support career progression that ensures a high performing organisation.
  • Support and advise on succession planning including cross government and the wider health system.
Organisational Development and Culture
  • Set vision for the wider team that will deliver impactive and joined up organisational development interventions that strengthen and drive the values and behaviours that will create an enabling and inclusive culture across DHSC.
  • Ensure the team are supported and motivated to lead expert services and provide high quality advice and support across the organisation, working closely with wider HR colleagues.
