Communications and Key Working Relationships Communicates at the highest level, with Executive Directors and Non-Executive Directors within Trust and across other external organisations and agencies, with respect to highly sensitive and highly contentious information; to include long term strategy, resources and finance, redeployment of staff, service-related information, changes in models of service delivery, governance.
Develops excellent relationships with clinicians to ensure that professional staff have an opportunity to influence the management, planning of and development of service within the division. Negotiates, influences, persuades and reconciles conflicting views in a challenging environment in a manner that ensures corporate credibility and fosters effective and lasting relationships with colleagues, staff, users and other stakeholders.
Receives highly complex and highly sensitive information with respect to the Division, Trust and partner organisations. Presents information both formally and informally to Executive Directors, the Trust Board and Senior Managers in partner organisations and staff groups.
Develops and implements processes that support good communications within the Division. Ensures effective communications and engagement with other Divisions within the Trust, promoting the interests of the Division using negotiating and influencing skills to ensure that all services are considered in the planning and development processes of other clinical groups.
Responsibility for Finance Manages the Divisional Budget. Leads on business planning for the Division, ensuring that there is an agreed performance management framework to effectively monitor the delivery of the annual business plan and that any conflict with respect to content and delivery is reconciled.
Prepares robust business cases to enable services to remain financially stable and responsive to the demands placed upon them. Performs highly complex and detailed option appraisals in order to inform decision-making process, to include redesign of services, capital projects.
Ensures organisational procedures are deployed across the Division for control of activities and expenditure against budget and delivery of services within available resources. Develops schemes and action plans to deliver annual cash-releasing efficiency savings according to target.
Uses and analyses financial information to ensure robust systems for financial monitoring, budgetary performance and appropriate allocation of funding for each service. Signatory, as appropriate, within financial limits. Identifies and makes recommendations for capital investment programmes, effective procurement, leads on the development of effective business arguments and presents to the Board or other appropriate internal or external forum.
Takes responsibility for managing Divisional Charitable Funds. Takes responsibility for agreeing the annual divisional budget setting process taking account of Cost Improvement Programmes and the delivery of a balanced budget through effective management of income and expenditure.
Responsibility for Human Resources To ensure, that the workforce in the Division is continually developed and competent to undertake the roles required by the Trust. Provides line management to the Directorate Management Team. To develop integrated workforce plans (medical and non-medical) which are in line with the Service & Site Strategy, and Service and Financial Frameworks and which address recruitment, retention and supply agendas.
To ensure that all areas are safe and appropriately staffed, liaising with senior colleagues for professional leadership support, as appropriate. To ensure that organisation change/working practice changes are consulted upon and implemented appropriately, in conjunction with the divisions Senior HR Business Partner and are consistent with the organisations Job Security and Change Policy.
To ensure that there is full compliance with appraisal, compulsory training and all other HR key performance indicators and that these are incorporated within directorates operational and strategic objectives. To ensure the Division continues to work within the requirements of the European Working Time Directive and New Deal for Junior Doctors, in conjunction with the Human Resources Directorate.
In conjunction with the DMD, Clinical Directors and Directorate Managers, agrees job plans and appraisals with consultant staff and ensures effective arrangements are established to engage doctors and other clinical professionals in the management and planning of all services.
To ensure all staff in the Directorate have an up to date and relevant Personal Development Review and Personal Development Plan which reflects the core training and development requirement of the post, such as compulsory training, and in addition to incorporate Continual Professional Development requirements.
