Senior Portfolio Analyst – Role Overview

The Senior Portfolio Analyst role is a key role within the Transformation Portfolio Office Team. It is varied and fast paced and will involve working across the Agency and with several external bodies, such as the IPA. You will have the opportunity to be involved in high profile projects and programmes including those on the Government Major Projects Portfolio.

This is a unique role as it also incorporates the added element of improving capability and assurance across the Transformation portfolio.

The Senior Portfolio Analyst will provide insight, information and support that strengthens portfolio governance and assurance and enables prioritisation decisions and effective allocation of resources across the portfolio. This role will help to ensure that the right level of assurance is undertaken at the right time, reviews are appropriately scheduled and delivered to enable scrutiny of the project or programme.

Looking across the programmes, this role will analyse skills and capability gaps putting in place robust plans to address these, further strengthening the Agency’s professional offering.

Senior Portfolio Analyst – Key responsibilities

Your responsibilities include, but are not limited to, the following:

  • Drive the VOA Project Delivery Profession forward, working with stakeholders across the VOA, Other Government Departments and external bodies to support accreditation for our professionals and increase the VOAs project delivery capability. Ensure appropriate resources are in place to provide access to learning and development required across the profession.
  • Use data and information from analysis to identify, and close, capability gaps identified across the Project Delivery Profession and Portfolio, consistent with the Governments Project Delivery Capability Framework. Identify, analyse, interpret, and resolve sensitive or complex data and information.
  • Ensure appropriate PPM standards are in place, aligned to Cabinet Office standards, and work with the wider Portfolio Office team to help to embed these into Programme ways of working, assuring the consistent and proportionate application of VOA PPM standards across the Portfolio.
  • Support and advise projects/programmes on the development of robust assurance documentation including Assurance and Approval Plans (IAAPs), Assurance Delivery Schedule (ADS), Risk Potential Assessments (RPAs) and action plans, validating these where necessary.
  • Support the planning and undertaking of risk based deep-dive assurance reviews.
  • Support the Departmental Assurance Coordinator (DAC), assisting with Government Major Projects Portfolio (GMPP) quarterly reporting, supporting regular meetings with HMRC and Infrastructure and Projects Academy (IPA) and reviewing Integrated Assurance and Approvals documentation to ensure it remains fit for purpose and appropriate.
  • Assist with commissioning, assuring and finalising assurance review recommendation updates, reviewing recommendations to identify trends, themes and lessons.
  • Support, and lead were required, on portfolio functions which may include risk and issue management, planning and dependencies, and governance and reporting. Challenge and assure the information reported by projects & programmes accurately reflects their status and provide evidence-based input and analysis.
