Network Coordinator

To be part of the Network Management Team & assist the Network Operations Manager in the delivery of LBH’s Statutory Network Management Duty under the Traffic Management Act 2004, (TMA 2004) in an effective and efficient manner to ensure continuous improvement in reducing congestion on Harrow’s road networks, and that of adjoining authorities in accordance with the Council’s Network Management Duty under the TMA 2004.

We are looking for individuals to plan, co-ordinate, monitor and assess the streetworks activity of public utility companies, the Council and other contractors, as well as support event organisers in booking road space in order to ensure that all activities are carried out within the boundaries of a strict legal framework.

We are looking for someone with experience of carrying out coordination work. A keen interest in working within a Highways based role, in order to understand the way in which roads are built, mended and maintained.

You will be a key part of the Network Management Team, whose function it is to ensure that all Streetwork/roadworks activity is planned, inspected, processed and carried out in accordance with regulations.

As a Network Coordinator, you will provide technical and operational support within the Traffic, Highways & Asset Management area to ensure that the service operates and develops effectively for the benefit of our customers.

The role will require analysis and interpretation of complex information in order to prepare reports, plans and a range of written material in order to deliver priorities and ensure activities within the service are conducted professionally.

About you:

The successful candidate will have:

• Knowledge and comprehensive understanding of relevant technical/professional standards, codes of practice and regulations related to the Traffic Management Act 2004 and New Roads and Street Works Act 1991.
• Working knowledge of health and safety/welfare legislation and approved codes of conduct.
• Comprehensive working knowledge of the London Permit Scheme and network management duty.
• Comprehensive working knowledge of Local and National Street Gazetteer.
• Good understanding of traffic management requirements and arrangements for highway events and activities.
• Experience of working in partnership with a range of internal and external stakeholders and partners with evidence of achieving relevant objectives.
• Experience of planning and coordinating public utilities works and other street works with evidence of achieving deliverables / outcomes on time.
• Ability to deal sensitively with members of the public, community representatives and members of the council.
