In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), compensation will be paid to those infected and affected. This role is an opportunity to join a new Arms Length Body – the Infected Blood Compensation Authority (IBCA) – as we build a team of Communications and Engagement professionals to put the infected and affected community at the heart of our communications and support them to get the compensation they are entitled to.
The number one goal for this new organisation is to build and maintain trust with its users. Effective, open and transparent communications will play an important part in this.
The Communications and Engagement team sits at the heart of the IBCA to ensure we explain the new compensation scheme with clarity, simplicity and effectiveness.
Effective, open and transparent communications will play an important part in this. As part of the Communications and Engagement directorate, your work will be a vital part of supporting IBCA to deliver its mission in a community-centred and transparent way.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office.Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are
overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions.All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately 5 to 7 years, after which time IBCA will become a smaller residual service. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Engagement team leads and delivers engagement for the Infected Blood Compensation Authority, including engagement for senior officials and the Chair and Chief Executive.
We are trusted advisors and facilitators who deliver strategic engagement as well as visits, speeches, events and roundtables. We also work closely and directly with stakeholders and members of the infected blood community to help to deliver IBCA’s core mission of paying compensation to every person who is eligible.
Responsibilities
We are looking for a highly motivated and enthusiastic leader to join the Engagement team. This is a challenging and exciting opportunity to develop engagement strategies, and build a high-performing and motivated team to deliver high quality visits and engagements for IBCA leadership and board members.
The job will require the candidate to:
- Use audience and stakeholder insight to develop robust and creative engagement strategies, implementation plans, and scoring evaluation criteria (according to the OASIS planning method) to support IBCA’S objectives;
- Set direction in the design, development and delivery of evaluation, insight and analysis products which the team will use to generate insight, develop our ongoing approach to engagement and report successful outcomes;
- Own the overarching engagement programme, ensuring that visits and events are timely, well planned, seamlessly delivered and meet clear objectives with support the delivery of IBCA’s mission;
- Lead an effective programme of engagement with MPs, members of relevant All-Party Parliamentary Groups and supportive parliamentarians sharing information and developing a route to advocacy;
- Establish and sustain strong and proactive relationships across IBCA and with external stakeholders which identify risks and opportunities and coordinate the input of all relevant internal and external stakeholders contributing to the successful delivery of all of our engagement;
- Work closely with colleagues across the communication team to develop communications handling approaches for engagement and visits, including creative content from visits that can be used on our social media and other digital platforms;
- Ensure that plans, logistics, briefing, itineraries and other materials are delivered on time and to a high standard to support all meetings and events;
- Research, monitor and develop stakeholder mapping documents and engagement strategies in order to inform and iterate our engagement strategies and provide persuasive arguments in favour of approaches;
- Travel will be required.
