Job overview
This is a tactical senior operational Management role within the Barts Soft FM Directorate, requiring experience in the delivery of healthcare cleaning and hygiene within a large NHS Trust or similar.
The successful candidate will help shape and develop the future success of our NHS in-sourced Soft FM cleaning services within our Barts Trust which is the largest and most ambitious NHS Trust within the UK.
The role encompasses the need for tactical leadership to oversee the high quality operational and financial management of all cleaning and hygiene services across the Barts Health NHS Trust Healthcare Soft FM Estate which comprises 5 busy hospitals, 3 of which have Emergency Departments; along with services as delivered in a number of associated residential community units.
Responsibilities include the development and implementation of innovative and efficient cleaning service methods of operation across all the hospitals and associated community units contained within the Barts Health NHS Trust Healthcare Soft FM Estate: to ensure compliance with the NHS National Standard of Healthcare Cleanliness 2025.
Main duties of the job- To manage the operational, fiscal, and quality assurance performance for all of the cleaning service deliverables across the Barts Health NHS Trust Healthcare Soft FM estate: to ensure complete compliance with NHS National Standard of Healthcare Cleanliness 2021 and NHS England Infection Prevention Control (IPC) Policy and prescribed procedures.
- Ensuring compliant delivery of cleaning standards ‘environmental and efficacy audits and data production.
- Guide cleaning managers in the effective delivery of quality and performance outcomes through adherences to Service Level Agreements (SLAs) that will be measured through Key Performance Indicators (KPIs) formed around the Trust’s WeCare Vision of high performance, excellence, and innovation.
- Leads the introduction and reviews of Critical Success Factors (CSFs) to ensure that cleaning service delivery synchronises with the needs of the hospital operating models, supporting efficient patient flow and successful patient journeys throughout the Trust.
- Support the Compliance and Quality Assurance team with the audit of the Barts Healthcare operational teams to ensure that they are all working to the required System Operating Procedures (SOP’s) and assist them in developing and maintaining required site standards, specifications, and highly effective cleaning schedules and cleaning standards outcomes.

Detailed job description and main responsibilities
o Support cleaning managers in the timely actioning of remedial actions and revisions as highlighted through the audit processes.- Coordinate the activities of all hospital site-based cleaning service delivery teams.
- Work with the Infection Prevention and Control (IPC) Leads and their teams to ensure cleanliness standards meet with their expectations as laid down in the Trust’s IPC cleaning policy.
- Ensure that SLAs and KPIs are being adhered to by the site-based cleaning service delivery teams.
- Oversee the production and supervision of the delivery of coordinated and regulated team briefings and Toolbox Talks for the cleaning teams.
- Lead the implementation and delivery of constant reviews of cleaning service outputs against the agreed KPIs striving to improve performance whilst identifying cost reduction opportunities resulting from improved/refreshed cleaning service techniques and service delivery models.
- Provide day-to-day operational support to the Trust complaint and DATIX management teams regarding cleaning service failings.
- Work with the Cleaning Operations Manager to identify opportunities to increase the scope of the self-delivered cleaning services.
- Provide Subject matter expertise in Cleaning Operations.
- Oversee the management of cleaning subcontractors and supply chain partners as required.
- Participates in the hospital Soft FM senior service delivery management on call roster.

Qualifications
Essential criteria- Educated to degree or equivalent industry standard qualification and or proven experience at senior operational Management level
- IOSH or similar
- Full Membership of British Institute of Cleaning Science (BICSc) preferably to Assessor Level
- NEBOSH/IOSH Managing teams safely certification. Prince2 practitioner, Agile or similar or equivalent experience
Experience
Essential criteria- Significant demonstrable experience of management of cleaning services preferably in a large and complex healthcare environment
- Experience of working with Healthcare Specialist IPC leads and their teams.
- Understanding of Hospital Acquired Infections and the role of healthcare cleaning to assist in prevention and control of the same
- Use of Computer Aided Facilities Management technology for asset and resource management and the set up and operation of planned and reactive task recording, issue, and production of associated data analytic, by exception dashboard reporting reports
- Demonstrable experience of budget setting, forecasting, and knowledge of realigning fiscal results to required trading performance numbers
- Proven decision maker
- Ability to make the complex simple and produce succinct reports and presentations.

- Specialist knowledge of the cleaning industry, including state-of-the-art equipment, lean operational practices, cleaning chemical efficacy, and the most applicable consumables and disposables for use in healthcare environments.
- Knowledge and certifiable proof of health and safety certified training to support the delivery of a culture of ZERO HARM working environments.
