Job Purpose

The Data Analysis Manager, Market Regulation will play a critical role in safeguarding market integrity and regulatory compliance through advanced data analytics. The role will be responsible for the planning, creation, and delivery of data-driven insights and analytics tools in support of market regulation functions.
The responsibility will include developing sophisticated surveillance models, analytics, and tools to detect and prevent market manipulation and other illicit activities. Leveraging your expertise in data science and financial markets, the role will analyze large-scale datasets, identify suspicious patterns, and test controls to identify effective parameters and enhance control detective powers.

The role will demonstrate initiative in addressing issues and be integral in identifying enhancements to processes and procedures. The role will act as the department liaison to Data Warehouse and SMARTS. The role must be professional, proactive, analytical, able to collaborate with others and create efficient, innovative approaches to gathering and analyzing data, and communicate clearly and concisely.

Responsibilities
  • Design, document, and implement data solutions using tools such as Python, Sigma, Tableau and Alteryx.
  • Work with data analytics colleagues across ICE exchanges to develop and integrate predictive analytics, artificial intelligence, machine learning and other new technologies in support of developing market regulation analytics.
  • Design data models and advanced data analytics that aim to detect possible market manipulation.
  • Develop requirements for ICE development and IT teams that may include business use cases, activity diagrams, user-interface schematics, business rules, and functional specifications.
  • Assess new products launched and ensure systems and relevant surveillance controls are prepared to assess the new products.
  • Conduct control testing as part of the market regulation Testing & Monitoring procedure to identify effective parameters whilst maintaining alert detective quality.
  • Test and identify if current controls from Data Warehouse and SMARTS are functioning in an appropriate manner.
  • Collaborate and assist with analyzing data sets for investigations of potential Exchange rule violations; promptly produce analytics which can support Exchange investigations.
  • Ability to promptly create ad hoc reports using an array of Python, Excel, VBA, SQL or other data analytic tools like R.
  • Communicate regularly with ICE Technology and identify inefficiencies that could be streamlined through the development of new reports or other visual analytical means.
  • Ownership and supervision of market regulation's overall data strategy
  • Production of market regulation's periodic data quality reports.
  • Develop substantive knowledge of Exchange's rules and regulations governing the Exchange.
  • Excellent written, verbal communication, and presentation skills
  • Stay abreast of emerging threats and regulatory developments to continuously enhance surveillance capabilities and adapt to evolving market dynamics.
Knowledge and Experience
  • Strong quantitative and analytical background -- bachelor's degree in finance, mathematics, engineering, physics, applied statistics, data science, or similar numerate discipline (master's degree preferred)
  • Extensive experience as a quantitative analyst or in data science/analytics with significant exposure to financial derivatives.
  • Advanced knowledge of data visualization tools and dashboard design experience essential
  • Proficient programming experience in Python, SQL or R along with relevant quantitative and data science libraries
  • Strong working knowledge of Excel and PowerPoint; experience with the development and use of Visual Basic macros or other analytical applications in Excel is preferred.
  • Experience in the use of large databases and data warehouses required.
  • 4 or more years of experience with software or visualization tools, such as Business Objects, Tableau and Alteryx
  • Self-starter who takes initiative and can prioritize and meet deadline pressure.
  • Comfortable working in a fast paced, high stress environment.
  • Ability to communicate with market participants, regulators, and executive management.
  • Excellent written, verbal communication, and presentation skills.
  • Attention to detail with strong problem-solving and analytical skills required.

Schedule

This role offers work from home flexibility of one day per week.
