In this role you're accountable for FINANCIAL ACCOUNTING AND REPORTING Planning and managing the closure of year end statutory accounts, ensuring compliance with professional accounting standards. Writing papers and presenting information to the Audit Committee on annual account considerations, particularly income and expenditure, creditors and debtors, analytical review, assets and liabilities, leases and provisions, and accounting policies.
Ensuring financial controls are in place across all financial accounting systems, procedures and processes. Managing financial accounting systems to meet audit requirements. Developing policies and procedures in line with statutory and NHS guidelines.
Advising on complex corporate issues demonstrating an in-depth specialist knowledge of NHS financial and accounting procedures. Providing financial expertise and input on highly complex and strategic business cases and option appraisals. Working closely with the National Audit Office on accounting issues relating to the NHSBSA.
Financial Accounting Line management of financial accountants. Ensuring all relevant accounting rules and guidance from the DHSC, International Financial Reporting Standards as amended by Treasury are followed explicitly in the place-based transactions and provide appropriate advice to senior level staff on all financial reporting and regulatory matters.
Giving complex technical advice to stakeholders on issues of financial control, IR35, VAT Accounting and International Financial Reporting Standards, employment tax legislation Ensuring the team provides accurate and timely monthly monitoring returns for submission to the relevant statutory regulators Ensuring NHSBSA compliance with all statutory and best practice codes in undertaking its financial transactions.
Leading the development of local procedure notes to support governance arrangements. Collaborating to deliver statutory annual accounts, and other returns for example Agreement of Balances, VAT. Financial Governance Supporting the Head of Financial Strategy and Planning and Director of Finance to ensure all functions within the Strategic Financial area have appropriate policies and procedures in place.
Challenging and overseeing the quality of execution of controls within the Finance function. Reporting regularly on control risks and initiatives to key stakeholders. Using financial knowledge and skills to interpret and implement financial legislation, accounting standards and DHSC/NHS specific policies, ensuring local application where required.
Working closely with the NHSBSAs Internal Audit provider to ensure that any recommendations relating to the efficiency and probity of control functions are implemented. Raising financial awareness of NHSBSA staff and providing training as appropriate.
Act as the subject matter expert on financial controls. Fixed Asset Register Assuring financial and balance sheet information Managing the Fixed Asset Register. Developing and implementing appropriate information sharing systems. Ensuring all relevant accounting rules and guidance from the DHSC, International Financial Reporting Standards as amended by Treasury are followed explicitly in the transactions.
Provide advice to senior staff on financial reporting and regulatory matters. Presenting complex information to stakeholders where there may be contention or negotiation required Establishing, maintaining and improving accounting systems and working practices.
Anticipating and responding to key risks in relation to our financial position. Collaborating with the Project Management Directorate to ensure best practice is followed and process improvements identified and implemented. Designing and delivering Financial Accounting training to finance colleagues.
Leadership and Management As part of the Departments Senior Management Team, provide and model leadership to the Financial Accountants, and Finance department. Line manage the Financial Accountants and regularly monitor the standard of work produced.

Recruitment, appraisal, development plans, training, and performance review. Coach, mentor and provide professional leadership to other finance staff and provide financial management and financial system training to non-finance staff.
