This opening assignment is for 4 months

City: BRISTOL

Office expectancy is 1 day per week at City Hall.

Looking at engagement skills specifically in data handling and analysis – the role will be handling, collating, and analysing a range of data from consultations and deciphering survey data, and experience in this area would serve the candidates well.

Support the delivery of high quality public consultation, engagement and research, which enables evidence-based decision making and complies with legal and good practice guidelines.

Key Responsibilities:

Assist with the promotion, design, analysis, interpretation and dissemination of corporate consultations, including advising on quantitative and qualitative approaches, corporate policy and standards and best practice. Analyse results, interpret findings and prepare reports and recommendations for internal and external customers.

Help shape and deliver public engagement which is inclusive and reaches Bristol’s diverse communities and less-heard groups. Use public engagement to generate or test new ideas, increase public understanding of council activities, encourage active involvement in the community and ensure the council best understands the views of local people.

Provide a consultancy service to individual council departments, including advice, training and resources and to assist them in undertaking their own ‘self-service’ consultation and engagement.
Maintain the council’s online consultation and engagement survey platform and other tools to ensure council policies & standards in consultation, data collection and quality are maintained.
Carry out online consultation and engagement work, including discussion forums, e-bulletins and using social media.
Use statistical and geographical analysis, data management and the maintenance of an audit trail incorporating quality assurance and quality control.

Work with regional and local organisations, partners and council departments to achieve effective, consistent and high-quality research, data analysis and to contribute to the formulation of best practice.

Qualifications:

Level 2 qualification or equivalent (e.g. 4 GCSEs at Grades A*-C).

Knowledge:

Knowledge and experience of designing and undertaking consultation and engagement activities, appropriate data analysis, interpreting the results and drawing conclusions.

Knowledge and experience of quantitative and qualitative consultation and engagement methods; data collection/ capture, storage, quality, standards; and research and information governance.

Experience:

Experience and understanding of the different stages of the ‘data analytical lifecycle’ from questioning to evaluation.
Experience and skills in Microsoft Office suite and quantitative or qualitative data management and analysis software such as Stata, SPSS, R, Snap, NVivo.
Experience of working autonomously using high levels of initiative with minimal supervision to schedule and manage the delivery of a complex, time-critical, and unpredictable workload.

Experience and skills in selecting and utilising appropriate data visualisation techniques to present insights effectively.

Skills & Abilities:

Strong technical skills in managing and analysing quantitative and qualitative data.
Highly developed verbal and written skills to communicate findings, insights and recommendations to diverse audiences using appropriate methods and plain language.
Skills in working in a sensitive and appropriate manner with political awareness to help people understand and use data, intelligence and insights.
The ability to review, reflect and use learning to inform future work and embed continuous improvement.
