Hours per week: 37 Monday – Friday, normal working hours
Role Length: This opening assignment is for 3 months

In this role, you will manage and oversee the EHC Needs assessment, annual review, and placement processes for children and young people aged 0 to 25. You will be responsible for determining the appropriate level of support and identifying suitable placements for children and young people with Special Educational Needs (SEN).Additionally, you will have oversight of complex casework and provide guidance on mediation and tribunals. You will attend mediation sessions and pre-hearing tribunal meetings as necessary to ensure the best outcomes for the children and families involved.
Key Responsibilities:
Manage and oversee the EHC Needs Assessment and placement process, ensuring timely completion and high-quality EHC plans that meet statutory deadlines and reflect the council's performance.Ensure children’s needs are accurately detailed in their EHCPs, with clear understanding of the required support and provision.
Negotiate and secure appropriate educational provisions and placements based on individual needs across Hampshire.
Oversee the annual review process for all children with EHCPs, ensuring amendments are made in consultation with parents, schools, and other relevant parties, and that timelines are adhered to.
Chair or represent the SEN Service in complex annual reviews, transition planning meetings, and case planning sessions to ensure children’s needs are identified and addressed effectively.
Maintain accurate and up-to-date student records, ensuring an accessible and reliable audit trail of involvement.
Lead in advising parents, schools, colleges, and providers on SEND decisions, managing expectations, and resolving disputes as they arise.
Key requirements:
A relevant degree or equivalent qualification in education, social care, or a related field.Knowledge of the statutory requirements for SEN, including the SEN framework, annual reviews, and placement processes.
In-depth knowledge of SEND legislation, best practices, and policies affecting children and young people with SEN.
Proven experience in case management, ensuring the delivery of high-quality and timely services for children and young people with SEN.
Experience working within Special Educational Needs (SEN) services or a related field, with a strong understanding of the SEND Code of Practice and related legislation.
Experience in managing and overseeing Education, Health, and Care Plan (EHCP) assessments and processes.
Experience in negotiating suitable educational provisions and placements based on the individual needs of children and young people.
Excellent written and verbal communication skills, with the ability to engage with parents, schools, external agencies, and other stakeholders.
