Job Purpose:
Delivering a professional and customer focused finance service and procurement governance service to the Group, appropriately balancing the Group's corporate requirements with the internal financial service to colleagues across the Group.

Principal Accountabilities:
Providing Direction:
� Provide operational financial guidance to colleagues at all levels throughout the Group.
� Regularly review and develop relevant policies, processes and procedures to ensure that working practices comply with legal and statutory regulation and the Housing Regulator/accounting best practice.
� Provide tax advice and guidance to the Group to ensure that tax is managed efficiently and that all companies within the Group comply with tax law.
Working with people:
� Provide inspirational leadership to a finance team across multiple sites.
� Actively support the Director of Resources in preparation and development of a financial strategy for the Group.
� Work with colleagues to financially appraise new business opportunities.
� Ensure that services provided are necessary and are provided in a way that minimises waste across the Group.
Using resources:
� Regularly review and manage updates and/or implementation of ICT systems for finance services.
� Ensure that reporting systems to the Boards, Committees and management team are in place and complied with, attending and presenting at meetings as required.
� Create and update annual service plans for the finance team taking into account the requirements of internal and external customers.
� Contribute to the management of risk and take appropriate action to manage risk in all finance areas of the business.
Achieving results:
� Preparation of annual budgets and long-term financial forecasts.
� Production of Group and subsidiary statutory accounts and annual financial returns.
� Develop and monitor loan finance requirements to maximize financial capacity of the Group in line with business plan requirements.
� Production of linked monthly, quarterly and 3 yearly cashflow forecasts identifying the need for funding.
� Production of monthly and quarterly management accounts and other financial information to facilitate a financially efficient organisation.
� Scrutiny of financial activities to ensure that income and costs reflect the Group's "profit for purpose".
� Production and submission of annual and quarterly covenant compliance information to ensure that all parts of the Group are compliant with funders' requirements.
� Ensuring Regulatory Financial returns are submitted accurately and in a timely manner.
Facilitating change:
� Actively promote continuous improvement throughout the Group maintaining a proactive and customer focused service delivery.
� Lead the development of financial measures and performance indicators (and financial benchmarking if appropriate) to improve performance of the team and the Group.
� Evidence value for money efficiency savings year on year for the Group.
� Research and provide guidance and recommendations in specialist finance areas, e.g. pensions.

� Management Accounts.

� Corporation Tax, VAT and SDLT.
� Procurement governance.
� Wide range of computer software and financial packages including advanced knowledge of spreadsheets.
� Able to understand complex financial information.
� Able to write logically, concisely and persuasively including technical documentation.
� 5 years post qualification experience.
� 2 years managing people at a senior level.
� Experience of developing and using finance software.
� Experience of debtor and creditor ledger accounting.
� Experience of financial and business planning.

Qualifications:
� Essential - Degree level education or equivalent through relevant training or experience.
� Essential - Relevant professional qualification e.g. ACA/FCA, ACCA, FCCA, CIMA, CIPFA.
� Desirable - Treasury Management qualification.
� Desirable - Tax qualification.
