Key Responsibilities

This new position offers a diverse and engaging opportunity within our small, friendly HR team. The main responsibilities include:

  • Working with managers to develop and implement a corporate learning and development plan
  • Designing a range of learning interventions, including technical, behavioural and leadership programmes and working with external partners where relevant
  • Manage staff engagement initiatives, apprenticeship schemes, and graduate programmes.
  • Conduct skills gap analyses to identify current and future skills requirements
  • Develop and deliver in-house training aligned with organisational needs.
  • Act as a key liaison for external training providers and an ambassador for the council at careers fairs.
  • Oversee and promote the council's appraisal process

Qualifications and Experience

An HR / learning and development related qualification or significant relevant experience at a senior level is essential.

About you
  • Significant experience in Learning & Development at a senior level, with a focus on culture change and performance improvement.
  • Strong understanding of using digital solutions for training and development.
  • Proven ability to build effective relationships, influence at all levels, and deliver engaging training.
  • Experience managing training budgets and developing performance management systems.
  • Confident communicator with strong analytical and problem-solving skills.
