Product Owner – Mass Appraisal Tools – Role Overview
This is an exciting opportunity for a Product Owner to implement tools that will make a significant difference to how the Agency operates.
Mass Appraisal is the valuation of many properties at a set point in time using common data, standardised process and statistical testing. These exercises are typically underpinned by valuation models. Our Valuation Modelling function has made significant progress in developing analytical models to provide first pass valuations for domestic properties, supporting Welsh Government’s plans for Council Tax reform.
However, the modelling relies on open market sales evidence – which requires verification from valuers – and only provides an initial estimate. These estimates then require targeted review by valuers. Your role will be to implement the tools to enable our valuers to verify sales and review initial estimates effectively into our strategic IT solution.
You will be the key contact with colleagues in Chief Digital Information Office (CDIO) in HMRC, including third party suppliers, being the ‘voice of the business’ (as these are internal tools). You will set the work priorities and drive development forward, managing a small team of analysts to develop processes further.
Our Directorate hub locations are as follows: Canary Wharf, Manchester, Newcastle and Bristol, though the role is open across our wider offices.
Product Owner – Mass Appraisal Tools – Key responsibilities- Act as a technical leader within the VOA as well as being responsible for managing a small team.
- Work closely with and support the Product Mangers to embrace and influence the Product Vision.
- Sell the Product Vision to stakeholders across the Agency, including senior leaders.
- Own the product backlog, including prioritisation and visualisation, to drive the team to deliver on the vision, as well as managing the longer-term roadmap for development, identifying the development needs.
- Being knowledgeable across the business need and analytical models to be empowered and able to motivate and direct the development team.
- Ensuring the needs of the end users, valuers, are met throughout, refine designs and product strategy.
