Policy and Communications Team:
The Policy and Communications Team provides expert and trusted advice and information to Ministers, government departments and public bodies.
We develop cross government policy and legislation working with cross-government and cross-sector partners to modernise the counter fraud response.
We lead the strategic direction of the Government Counter Fraud Function and leadership of the Function's strategic and collaborative governance forums and boards.
We also lead the International Public Sector Fraud Forum (IPSFF), working with counter fraud experts in Australia, Canada, New Zealand and the United States, to support the sharing and development of international counter fraud best practice.
We also manage and operate the government internal fraud policy providing deterrence and sanctions against internal fraud.
Job Description:
The Policy Officer role will help shape and influence the Policy and Communications Team’s primary Functions (as listed above).
The role would support the wider development of counter fraud policy proposals, supporting Ministerial direction of doing more to tackle fraud in the public sector. This will also feed into wider cross-government strategy development and reporting with stakeholders such as the National Audit Office, HM Treasury and Home Office.
The role would also offer the opportunity to shape the strategic direction of the Government Counter Fraud Function, through the cross-government coordination and engagement of actions as part of the Government Counter Fraud Strategy.
The role would also involve developing the future cross-government policy which will help shape the UK and wider-Five Eyes international fraud arena. This includes an active role in projects such as the coordination and delivery of an IPSFF Summit, bringing together influential counter-fraud experts from across the Five-Eyes, the secretarial management of the IPSFF Senior Leaders forum and direct contribution to, and policy development for, the Senior Leaders sub-groups.
The role will also provide opportunities to lead the management of the Team - embedding project management activities and processes within the team. This will be done with the aim of ensuring the Policy and Communications Team’s busy and wide-ranging portfolio is well-managed and visible.

The key responsibilities of the role includes the following:
- Consistent engagement and collaboration with counter-fraud experts and their teams from the IPSFF, to further the aims of both the PSFA and respective international partners. This involves engagement with government agencies within Five Eyes (America, Australia, Canada, New Zealand, UK) on a regular basis;
- Shape the development of primary/secondary legislation to introduce new measures to counter fraud against the public sector;
- Researching and collating information to inform cross-cutting counter fraud policy decisions;
- Applying analytical skills to counter fraud policy development;
- Drafting and briefing senior managers and counter fraud leads as required;
- Coordination of the IPSFF Senior Leaders Forum, developing proactive agendas for discussion and ensuring that insight from international partners are appropriately disseminated across the PSFA;
- Leading the development of the UK-owned IPSFF Senior Leaders sub-group (evidence and insights) to develop the agenda of that groups and support the delivery of outcomes and products;
- Leading the wider Policy Team’s project management activities, such as the creation and management of commission and document trackers and wider project plans
