The Associate Borough Director for Kensington & Chelsea Adult Services will work with the Senior Management Team, and report to the Borough Director and be accountable to the Managing Director. The role carries specific responsibility across the service for the provision of safe and evidence-based practice and is accountable for the delivery of agreed outcomes for the Adult inpatient, PICU, HBPOS and MHCAS teams.

The post holder will be responsible for the leadership, planning and delivery of services across K&C Mental Health Services working closely with the Associate Director for Transformation and the ICB to support the wider Adult Transforming agenda.

The post-holder will work closely with local multi-disciplinary leadership leads, other key stakeholders within both Boroughs, the Division and the Trust in addition to high-level external stakeholders who include Commissioners, Local Authority, Third Sector, Primary Care Networks, Acute Hospitals, Service Users and Carers, Healthwatch, CQC and other key partners.

The post-holder will need to be highly influential in all of these areas.

The post holder will participate in any senior manager on call Rota as designated appropriate by the Trust.

In addition, the post holder will play a key role in the adult patient flow pathway.
  • To lead in managing the St Charles inpatient, PICU,HBPOS and MHCAS , Kensington & Chelsea
  • To ensure St Charles Inpatients, PICU,HBPOS and MHCAS, Kensington & Chelsea provide robust, timely and effective responses to presentations.
  • Have freedom to act using professional judgment and advanced problem solving when decisions have to be made.
  • Work creatively and independently with Operational Team Leads and staff groups within the Adult services
  • To lead on the development of effective working relationships and maintain clear lines of communication with clinical and managerial staff both internally and external to the Trust.
  • To lead and support new innovations/projects in Adults Services.
  • Build and sustain professional relationships with partner organisations in Kensington & Chelsea
  • Support the co-creation of a climate for shared leadership and collaborative practice
  • Understand the interplay between long term conditions, complex physical/ mental health and social care needs and commit to the continued development of staff to meet own role and the changing needs of the population.
  • To be responsible for effectively overseeing and achievement of the key performance metrics and pathways in place and actions to address deficits and under achievement.

The post holder will be passionate about driving local and Trust quality agenda, supporting and enhancing local and diverse workforce with a financial and performance framework. This role will foster strong partnerships with patients and their families to define a personalised approach to patient care supporting Open Dialogue practice.

The post holder requires high level analytical and judgement skills and will receive highly complex, and sensitive information relating to the care of patients, staff issues and political imperatives relating to the area of patient care.

Leadership, as part of the Borough, Divisional SMT
  • Provide strong visible strategic leadership across, Kensington & Chelsea St Charles Hospital Adult inpatient, PICU, HBPOS and MHCAS Services to ensure the delivery of high-quality patient focused services
  • Drive through the delivery of ambitious targets to continually improve performance within the service.
  • Introduce new and innovative strategies to maximise organisational efficiency.
  • Provide professional support and coaching to the management team.
  • Provide demonstrable assurance that all staff in, Kensington & Chelsea St Charles Hospital Adult inpatient, PICU, HBPOS and MHCAS Services are clear about what is expected and are working together in successful teams to achieve the Trust’s vision.
  • Lead on the implementation of new systems, processes and policies.
  • Take the strategic operational lead within the Borough, ensuring most effective use of resources.
Service Development
  • In collaboration with the Borough and Clinical Directors to take lead responsibility for the implementation of improved patient care ensuring and continuously monitor the outcomes of services.
  • To have an active role in determining patient priorities and objectives and contribute to the Trust’s strategic plan.
  • To provide demonstrable assurance that processes are in place for continual review of services to achieve an optimal fit between clinical service delivery and current best practice.
  • Encourage and promote a quality and improvement agenda to ensure sharing good practice and excellence as appropriate.
  • Provide demonstrable assurance of clinical services delivery and patient outcomes, ensuring Commissioner clarity and effective service strategy within the Older Adult and associate support services.
  • To lead and develop VCSE partnership working
Operational Management
  • To actively lead on the management Kensington & Chelsea St Charles Hospital Adult inpatient, PICU, HBPOS and MHCAS Services, ensuring an effective process of risk and crisis prevention is in place to avoid admission and alternative clinically appropriate support in the community.
  • To take responsibility for monitoring and resolution of any issues impacting on the successful achievement of the service users’ journey, for example, Discharges,Length of Stay and Clinically Ready for Discharge.
  • To work with, and support the SMT in the delivery and development of the service, providing written reports, reviews and recommendations.
  • To chair the SCH Business Meetings and ensuring the meeting is outcome focused and that those who attend the meeting are empowered to make decisions, develop, innovate and improve overall quality.
  • To be an active member of the SMT and provide reports as needed.
  • To lead relevant clinical and administrative staff to ensure that the service meets national and local targets.
  • To be responsible for the provision of effective Business Continuity plans within the service portfolio.
  • To lead on interface discussions with Primary Care, Community Care, Older Adult and Rehab wards and other mental health services.
  • To develop and maintain effective partnership working with key partner agencies, such as, the local authority and third sector organisations.
  • To ensure compliance with the Trust's Equality and Diversity Policy, supporting the delivery of the Trust's Race Equality Scheme and the Trust's duty to positively promote race equality, ensuring services are responsive to the needs of people with protected characteristics.
  • To attend and contribute to relevant meetings within the Trust, ensuring positive engagement of all members of staff, clinical and operational management.
  • To deputise for the Borough Director and represent the SMT as required.
  • To support emerging clinical developments, ensuring an understanding of these and their implications on the patient pathway are developed in the teams.
  • To challenge the multi-disciplinary team to progress treatment plans, addressing areas of concern and offering managerial advice and support to resolve.
  • To lead on the development of appropriate audits in relation to clinical effectiveness and quality and the development of actions plans in light of findings.
  • As part of the SMT, to investigate and monitor SI’s, complaints and disciplinary issues and provide specialist advice as necessary
  • To manage K&C Inpatient, PICU, HBPOS and MHCAS Adult Services and associate support services and develop and deliver services in keeping with the NHS Long Term Plan for Mental Health Services
  • To lead on wider strategies to deliver integrated models of care as part of the Culture of Care and St Charles Transformation Programme
