Job overview

An exciting opportunity has arisen within the Finance and Performance Division in Public Health Wales to lead the Financial Reporting and Control function as the Head of Financial Reporting and Control.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

Key responsibilities include:

  • The production and submission of statutory accounts ensuring that they represent a true and fair view, are on time and meet all legal, Welsh Government and external audit requirements
  • The management of the overall financial governance arrangements including controls assurance, standing orders, financial procedures, and co-ordinating the work of internal and external audit and the Trust counter fraud services
  • The overall integrity and accuracy of the Trust’s accounting systems. To be responsible for the ongoing development of the organisation’s Oracle Financial Management System including full integration of Trust financial information.
  • The management of the Trust’s overall cash position and bank accounts in accordance with Treasury requirements and WG guidance.
  • The management of the Financial Services function within the Trust which includes providing the oversight of services provided by NHS Wales Shared Services Partnership (NWSSP) ensuring systems are in place to ensure performance targets are met across all areas, including public sector payment policy.
  • Overall budgetary control across the Trust, ensuring the integrity of the Financial Plan, budgets and general ledger. To control the Trust’s resource allocation and income budgets and to manage the central budgets and reserves of the Trust.

Essential criteria
  • CCAB Professionally qualified accountant with significant post qualification experience in a senior position
  • Evidence of Continuing Professional Development
Desirable criteria
  • Appropriate management qualification

Experience

Essential criteria
  • Extensive finance experience at a senior management level within the NHS or equivalent
  • A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
  • Experience of negotiating and dealing with difficult situations and conflict.
  • Significant staff leadership, managerial and supervisory experience.
  • Experience of working within a highly complex and politically sensitive organisation
  • Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.
  • Extensive knowledge and experience of the NHS financial governance framework.
  • Experience of operating at or near Board Level in a large complex organisation.

Special knowledge

Essential criteria
  • Having experience and expertise of staff and departmental management and leadership.
  • Excellent knowledge and understanding of the NHS finance and non financial regime, including the policies that underpin them. Together with expert knowledge and understanding of relevant accounting and financial policies, procedures and statutory requirements.
  • Ability to interpret and apply International Financial Reporting Standards & Generally Accepted Accounting Principles
Desirable criteria
  • Expert knowledge and experience of NHS strategic financial management accounting and strategic financial planning.

The salary scale shown is for a full-time member of staff, with the amount being adjusted pro rata for those working less than 37.5 hours per week.
