Finance Manager - Planning & System | NHS Staffordshire and Stoke-on-Trent Integrated Care Board - Tamworth
The role will be supporting the ICB in delivering robust financial plans, integral to the accounting closedown process, integrated in-year financial reporting at a system level and driving forward stakeholder ownership & accountability of the financial position.
The role will be expected to create and maintain peer relationships with colleagues from system partners to jointly agree all tasks outlined above. Therefore, the post holder is expected to maintain relationships, communicate effectively and influence colleagues within a financial challenged system.
The role gives the post holder a high level of autonomy, working as part of a small team with extensive engagement with senior finance colleagues across the system
- Lead the system level financial the modelling process for the short and medium term financial position of the system taking into account the impact of external influences. This will require specialist knowledge around interpretation of financial information, excellent excel and PowerPoint skills and prior experience using ledger packages.
- Work with ICB operational leads to develop assumptions and analysis which will be consistently applied by all system partners when developing both short and medium term financial plans.
- Take responsibility for the population of national financial planning templates, for both the ICB and the system, as required by NHS England and Improvement and support the completion of NHS England and Improvement information requests, working with partner organisations to ensure correct interpretation of data and ensure robust aggregation and/consolidation.
- The post holder will be required to support the presentation of complex, information on the financial plans to senior internal and external colleagues in a variety of formats and forums
- Work with BI and workforce colleagues delivering triangulation and alignment of the finance, activity and workforce aspects of planning and work with operational planning colleagues to ensure operational commitments are reflected within the financial planning assumptions
The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB)is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days notice
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations
Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

- Financial Planning
- Lead the system level financial the modelling process for the short and medium term financial position of the system taking into account the impact of external influences. - Work with ICB operational leads to develop assumptions and analysis which will be consistently applied by all system partners when developing both short and medium term financial plans.
- Generate, analyse and interpret highly complex data. The post holder will be required to provide simplified outputs and explanations to key stakeholders.
- The post holder will be expected understand the impact of national policy directives e.g. guidance from the planning guidance and changes to in-year guidance.
- The post holder will be expected to develop mechanisms for maintaining audit trails to underpin the planning process and to work with internal audit to support analysis of financial planning processes.
- Take responsibility for the population of national financial planning templates, for both the ICB and the system, as required by NHS England and Improvement and support the completion of NHS England and Improvement information requests, working with partner organisations to ensure correct interpretation of data and ensure robust aggregation and/consolidation.

- Financial Reporting
ICB:
o Development of ICB in-year financial reporting which provides insight into:
§ Year to date positions

§ Underlying positions
o Agree and maintain the reconciliation of the IFPS contract with system partners. Meeting monthly to agree figures, create reports for agreement by both system Deputy Directors of Finance and CFOs to maintain a strong governance structure.
o Lead the implementation of internal allocation transfers by NHSE on a monthly basis.
o Ensure the ICB ledger is consistent with NHSE reporting frameworks
o Lead the finance business partnering to the Improving Population Health portfolio- System:
o Development of system level in-year financial reporting which provides insight into:
§ Year to date positions
§ Run rates
§ Forecast positions
§ Underlying positions
o Work with organisational leads to build the narrative to support in year reporting to the ICS and to external regulators- Population of system returns for NHSE/I on a monthly basis and support in drafting reports to ICS Board, sub-committees and other meetings
- System capital reporting lead
- General Responsibilities
- Lead and contribute to appropriate task and finish or other technical groups within the finance community
- Deputise for the Head of System Finance and Head of Financial Management (ICB) as appropriate
- The post holder will be expected to lead the identification of policy opportunities, develop a case for change, risk stratify, develop/write the policies and implement the policies for the ICB finance team and across the ICB.
- The post holder will be expected to lead projects to improve the assumptions behind the planning process, including identifying areas for improvement themselves and acting on requests from senior colleagues, for example, reviewing growth projections for different areas of spend and transacting these assumptions into planning models.
- Support responses to freedom of information requests.
- Financial support to any designated budget holders.
- Providing general advice and support to both finance and non-finance colleagues.
- Education and Development Responsibilities
- Responsibility for own Personal Development Plan in liaison with Line Manager.
- The duties and responsibilities of the post will be undertaken in accordance with the policies, procedures and practices of the ICB, which may be amended from time to time.
