ICT Procurement Specialist - Hybrid
We’re excited to be working with the Seven Force Strategic Collaboration. The Seven Force Strategic Collaboration Programme was established in 2020 and is working across the Eastern Region (Bedfordshire, Cambridgeshire, Hertfordshire, Norfolk, Suffolk, Essex, and Kent Police Forces) to develop and implement successful collaborative solutions to protect the front-line local delivery of policing.
The Programme covers a geographic area of more than 9,000 square miles, serving nearly 8 million residents.
This makes it one of the most ambitious police partnership programmes ever undertaken. This collaboration is responsible for third-party spending of approximately £250m per annum, making the Collaboration the second largest police procurement collective after the Metropolitan Police, using its buying power to secure wider social, economic, and environmental benefits.
To enable the delivery of effective and efficient police services and provide support for victims in the eastern region by procuring and managing high-quality, value-for-money contracts; several fantastic opportunities have arisen for outstanding procurement professionals.
The Role: -ICT Procurement Specialist - Hybrid
Reporting to the Head of Category, if successful you will manage and coordinate a variety of sub-category-related procurement activity across the team and manage allocated high-risk, high-value contract procurement. Undertaking procurement activities will include category plans, market research, shaping & development, procurement strategy creation, identification of new contract opportunities, tendering, implementation, and monitoring of procurement contracts across the 7 Forces as directed by the Head of Category.
In addition, you will:
- Lead and deliver ‘Strategic Critical’ & ‘Strategic Security’ procurements, within an allocated category
- Ensure the inclusion and promotion of sustainability concepts & innovation in all procurement projects undertaken.
- Ensuring a commercial focus is maintained and value for money is achieved in accordance with legislative requirements, regional and national procurement strategies/policies and 7 Force Contract Standing Orders on all projects delivered
- Manage the sub-category pipeline of work across the 7 Forces, ensuring that procurement projects are appropriately allocated to direct reports, based on project value, risk and complexity
- Utilise category management practices to profile, benchmark, research, and assess the market
- Manage and assist in the training and development of procurement specialists and procurement officers
- Promote the provision of a high-quality, professional and customer-focused purchasing service to all customer departments throughout the 7 Forces
What will I need…?
The successful candidate must have exceptional verbal and written communication skills and the ability to confidently liaise with staff/officers and stakeholders at all levels. You will have good analytical skills, strong commercial acumen, and extensive experience gained in the procurement area of property services, ideally within a public sector environment.You will be well-organised with robust time management, analysis, and project management skills and the ability to travel as required throughout the 7 Forces.
Key requirements for the ICT Procurement Category Specialist role:
- At least 3 years experience in a Commercial role e.g. Category management, Procurement, Purchasing, etc
- Experience in managing a team, preferably within a collaborative environment across several locations.
- Significant experience in translating business needs into commercial procurement strategies that drive enhanced business outcomes for the organisations as a whole.
- knowledge and understanding of current contract law and the application of EU Public Procurement Regulations and legislation.
Desirable:
- Procurement experience with either a public sector or a blue light organisation (Desirable)
- MCIPS Level 5/ or Level 4 working towards, in line with the CIPS structure guidance or be able to evidence equivalent levels of experience & technical knowledge

Starting salary: Circa £54,000 per annum (depending on location & experience)
Location: Dependent on appointment - Agile working – Some home working but also potential travel required across 7 Forces; Bedfordshire, Cambridgeshire, Hertfordshire, Essex, Kent, Norfolk and Suffolk
