Job overview

Are you ready for a once-in-a-career opportunity and to be part of healthcare history? Do you want to join a team at the forefront of delivering a brand-new world leading centre for advancing eye health in London?

If so we are looking for a Programme Manager to join the busy team responsible for Oriel, a joint venture between Moorfields Eye Hospital, the UCL Institute of Ophthalmology and Moorfields Eye Charity to create a new, purpose-build centre of excellence for eye care, research and education.

Together the Oriel partners will relocate all services from Moorfields Eye Hospital on City Road and UCL IoO on Bath Street, to the new, integrated centre in St Pancras, Camden. Construction is well underway with all 10 levels of the centre built and it is due to open in 2027.

Our vision for Oriel is to create an environment for innovation to flourish, inspiring improvements in people’s sight. The centre will be flexible and modern, enabling us to bring together eye care, research, and education for the first time, while focusing on patients, and attracting and retaining the best ophthalmic scientists, educators and clinicians.

To help make this a reality, we are looking for dynamic candidates to lead our Education and Innovation Hub work, helping to drive real change that will enable the Oriel vision to come alive.

The post holder will be employed by Moorfields as the partner host for the programme and report directly to the Joint Programme Directors.

Main duties of the job

Within the Oriel programme there are several workstreams which are set up to deliver the programme objectives. This post is responsible for two workstreams, which represent two distinct areas in the new facility:

Education

The education facilities in Oriel will provide the partners with the opportunity to have state of the art learning facilities that match the future of learning and teaching. It will provide training rooms that facilitate student interaction and use of technology.

Students in ophthalmology, optometry, nursing and other clinical groups will benefit from more exposure to clinical practice, which will improve the quality of their education.

Oriel will also serve as a recruitment tool, providing an attractive place to work for the best graduates as well as more experienced staff from other trusts.

The Innovation Hub

The Innovation Hub is seen as a flagship facility for Oriel, championing innovation and collaboration. It is a space that brings together teams and individuals from both partner organisations, including data scientists, the reading centre, image analytics, epidemiology and digital innovation.

The Post Holder will facilitate and support the leadership across MEH and UCL to determine the strategic and operational plan for these facilities, as well as support the move planning and preparation for these teams.

Detailed job description and main responsibilities

The post holder will be responsible for delivery of both projects, with a limited budget and resource. The projects have strong leadership, and subject matter expertise already engaged in the programme, but each are at different stages of project maturity.

The post holder will be required to be the organisational “champion” for these areas, supporting the development of plans, speaking to stakeholder groups, and supporting the move management teams to deliver these services into the new centre in 2027.

The post holder will be responsible for the monthly reporting to the Oriel Executive Board via the established PMO reporting system, as well as to internal MEH and UCL project boards as required.

As the projects near the implementation & move phase, the post holder will be required to oversee this process, ensuring that solutions implemented meet the specifications set out by the project teams during the course of the programme.

Education

Essential criteria
  • Higher education qualification in a relevant field or relevant equivalent experience
  • PRINCE2 or similar project management qualification

Experience

Essential criteria
  • Proven experience managing multiple complex projects in the NHS or similar large scale organisation
  • Experience of managing internal & external stakeholders, coordinating work between cross-functional teams
Desirable criteria
  • Experience working in higher education, and/or research institutions

Skills

Essential criteria
  • Effective supervision of a project team, working with operational managers, frontline operational staff and/or third party contractors
  • Working knowledge of an education or digital innovation hub environment
